The Maritime and Port Authority of Singapore and the Hamburg Port Authority have signed a Memorandum of Understanding with four academic institutions to strengthen cooperation in maritime cybersecurity.
The signing partners include the Singapore Institute of Technology, the Singapore University of Technology and Design, the University of Hamburg and the Hamburg University of Technology. T
he MOU builds on a letter of intent signed between the two port authorities in 2024 covering digitalisation, decarbonisation and cybersecurity.
Under the agreement, the partners will collaborate on developing technologies to strengthen cyber resilience across port operations, covering port cybersecurity systems, unmanned surface vessels, remote ship operations, shipboard operational technology systems and ship-shore connectivity.
The partnership will also support the exchange of cybersecurity best practices to enhance preparedness and incident response capabilities across both port ecosystems.
David Foo, Deputy Chief Executive for Operations and Technology at MPA, described cybersecurity as a core operational priority as ports become increasingly digitalised and interconnected, emphasising the partnership’s role in enabling joint exercises, timely information sharing and deeper technical capability development.
Tino Klemm, Chief Financial Officer of the Hamburg Port Authority, framed the MOU as a strategic step that builds on nearly a decade of trusted partnership between the two authorities and reinforces the security of global supply chains.
