
Regional Container Lines (RCL) has introduced a Port Congestion Surcharge (PCS) for all import shipments bound for Khor Fakkan, United Arab Emirates.
The carrier said vessel waiting times at the port now exceed seven days. These delays have increased operating costs and affected berth availability.
RCL introduced the surcharge to offset the additional costs and maintain operational continuity across its liner services.

The surcharge applies to the following equipment and cargo:
- 20-foot dry containers
- 40-foot dry containers
- 40-foot high-cube containers
- Reefer containers
- Dangerous goods
- Special equipment
- Out-of-gauge cargo
- Carrier-owned and shipper-owned containers
Affected vessels and voyages
RCL identified the following vessels and voyages:
- VIRA BHUM 147W
- HIRANYA BHUM 014W
- KMTC MUMBAI 2605W
- HUNSA BHUM 025W
The surcharge applies to cargo already picked up, gated in or currently on the water aboard the designated vessels.
Consignees must pay the charge locally at Khor Fakkan before RCL releases the cargo. The PCS applies in addition to base freight, fuel adjustments and standard terminal handling charges.
