Port of Gothenburg awards Stena Line Terminal relocation to Arendal

The Port of Gothenburg awarded NCC the design-build contract for Stena Line's new terminal at Arendal, marking a step toward the relocation.

The Port of Gothenburg has awarded NCC the design-build contract for Stena Line’s new terminal at Arendal, signing the agreement on Tuesday and marking a significant step toward the long-planned relocation and consolidation of Stena Line’s terminal operations in the port.

The new terminal is expected to enter operation in 2031.

The relocation moves Stena Line’s Germany and Denmark services from their current position in central Gothenburg to the Arendal outer port area, adjacent to existing port operations and logistics infrastructure.

The move consolidates Stena Line’s operations in a location better suited to long-term growth and development, while releasing the existing terminal land for urban development purposes.


The contract is structured as a design-build agreement in partnering format, with the Port of Gothenburg and NCC working closely together during the design phase to develop the facility’s design and cost estimates.

During the design phase in 2027, target costs will be established to provide a more secure basis for the implementation phase.

Progression to implementation is conditional on the cost falling within available funds and an environmental permit being granted and becoming legally binding, with the permit currently under examination by the Land and Environment Court.

Torbjörn Spetz, Head of Infrastructure at the Port of Gothenburg, described the project as important for the port, for Stena Line and for the city, expressing satisfaction with the competitive procurement process that resulted in NCC’s selection.

Niclas MÃ¥rtensson, CEO of Stena Line, highlighted that Arendal provides good conditions for the company’s continued transition and the opportunity to accommodate both freight customers and passengers, noting that the new terminal can be adapted from the outset for the environmentally friendly vessels Stena Line has on order.
