Port of Dakar advances digitalization plans with IMO support

Senegal is moving forward with plans to digitalize port procedures at the Port of Dakar, following a needs assessment conducted with support from the International Maritime Organization (IMO).

The assessment, carried out from 5 to 9 October, examined the port’s existing processes and institutional arrangements to identify the requirements for introducing a Maritime Single Window (MSW).

The proposed system would allow ships and public authorities to exchange information through a single digital platform, simplifying administrative procedures for vessel arrivals, stays and departures.

IMO assesses digital requirements at Port of Dakar

During the mission, IMO consultants worked with Senegal’s National Agency of Maritime Affairs (ANAM), the port administration and several government agencies.

These included customs, port health authorities, border police and immigration services.

Representatives from shipping lines, shipping agents and terminal operators also participated in the consultations.

The assessment focused on identifying operational and institutional requirements for developing the Maritime Single Window.

An MSW is designed to reduce duplicate paperwork, improve coordination between authorities and simplify port clearance procedures.

Since 1 January 2024, IMO Member States have been required to establish, maintain and use Maritime Single Window systems in ports.

Roadmap to guide port digitalization

Following the assessment, a comprehensive report will outline a roadmap for developing the system at the Port of Dakar.

The report will identify the stakeholders involved, define their responsibilities and assess the operational requirements for implementation.

It will also provide recommendations for deploying the Maritime Single Window and developing supporting digital tools.

The recommendations will follow IMO principles and guidance.

The assessment was conducted through the IMO’s Integrated Technical Cooperation Programme (ITCP), in cooperation with ANAM.

While the mission represents progress towards port digitalization, the Maritime Single Window has not yet been reported as operational at Dakar.

No implementation timetable, project budget or technology provider has been announced.
