The Port of Rotterdam Authority, Necron Group and PTP Group have signed an issuance agreement for the development of 38 hectares of logistics infrastructure in Europoort dedicated to the storage and transhipment of chilled and frozen agrifood products.
The project encompasses a new quay wall, cold storage warehouses, terminal facilities and an on-site energy supply, strengthening Rotterdam’s position as a European gateway for agrifood cargo flows.
The Port of Rotterdam Authority will construct a quay wall exceeding 500 metres in length, alongside a breakwater to protect moorings from wave action generated by sea conditions and passing vessels.
The development is structured across four plots, with each partner responsible for a distinct component of the integrated facility.
Necron Group will develop two cold storage and freezer warehouse complexes, designated Necron Food Park I and II, across two plots in phases, with a combined floor area of approximately 145,000 square metres.
The facilities are designed for cold-store operators and targeted at meeting growing European demand for scalable cold chain solutions.
Necron will also construct an energy hub on a third plot in the southern part of the Rotterdam Food Hub, providing power to both the terminal and the cold stores from the outset to enable immediate operational readiness.
PTP Group will develop a 73,000 square metre terminal on the fourth plot along the Calandkanaal, featuring three berths for deep-sea and inland shipping vessels, a waiting area and full logistical and infrastructural support for water-based cargo handling.
PTP will also become a tenant of Necron Group’s cold storage facilities, creating an integrated link between quay, storage and transport within the development.
Final engineering details are to be completed and permits applied for over the coming period, with final investment decisions by all three parties expected in early 2027.
Boudewijn Siemons, CEO of the Port of Rotterdam Authority, described the project as an important step in consolidating Rotterdam’s leadership as Europe’s foremost agrifood port through the co-location of logistics, warehousing and infrastructure.
