Alfonso Castillero, CEO of the Liberian International Ship & Corporate Registry (LISCR), the world’s largest ship registry, delivered the opening remarks at the launch of the Registry Information Sharing Compact (RISC) database.
This innovative platform, developed through a sovereign decision by Member States and reputable flag administrations, is designed to keep flag registries informed and updated on vessels' histories and any sanctions-related concerns.
The joint press conference, held in Washington, DC, was supported by the US Department of State and attended by representatives from various embassies.
The RISC database is a free online resource that enables flag registries to share and access detailed information on vessels' backgrounds.
It allows them to collaborate in identifying problematic vessels that may be avoiding regulations or engaging in suspicious activities. By pooling this data, flag registries can enhance their awareness, mitigate risks, and prevent vessels under investigation from switching flags to evade scrutiny.
