China’s Ministry of Transport (MOT) has fined nine mainline operators and seven NVOCCs this month, including CMA CGM and MSC, for under-declaring freight rates.
The discrepancies between what was actually charged to shippers and what was filed were uncovered during inspections in Guangzhou, Qingdao and Ningbo ports between August and November 2025.
