The Northwest Seaport Alliance (NWSA), the Port of Benton, the Port of Pasco, and the Port of Walla Walla have signed an interlocal agreement to collaborate on developing an Inland Logistics Hub in the Tri-Cities region of southeastern Washington.
The partnership creates a framework to strengthen Washington State’s supply chain infrastructure, expand cargo movement, and support international trade.
The proposed Inland Logistics Hub will build on existing regional assets. These include industrial-zoned land, access to Class I railroads, and major highways with direct links to coastal seaports. The hub will also support new logistics capabilities such as intermodal transfer operations, distribution and warehousing facilities, and barge services connecting to the Columbia-Snake River system.
The agreement focuses on joint planning and coordinated marketing to attract international trade customers and logistics companies. It also includes alignment on land-use and transportation planning, as well as collaboration on funding opportunities. The partners will build on the success of the Tri-Cities Intermodal rail service, which launched in 2024.
The ports see the Inland Logistics Hub as a driver of economic growth and job creation across Washington. The project will improve export access for eastern Washington’s agricultural and industrial products and attract new global trade businesses to the state.
The collaboration allows each port to maintain competitive independence while pooling resources for shared long-term value.
Together, the partners aim to advance the Inland Logistics Hub and deliver lasting economic benefits for communities across Washington State.
