
Three Japanese maritime leaders have signed a Memorandum of Understanding (MoU) to develop an ammonia bunkering vessel (ABV). Sumitomo Corporation, Kawasaki Kisen Kaisha (“K” LINE), and NYK Line will jointly study the design and ownership of the new ship.
The partnership supports Singapore’s goal to become a global hub for low-carbon marine fuels. The companies will now start a Front-End Engineering Design (FEED) study. This study will establish the technical and safety standards for the vessel.
National Strategy Alignment
This move backs a joint initiative by the Maritime and Port Authority of Singapore (MPA) and the Energy Market Authority (EMA). The agencies want to use ammonia for both power generation and shipping.
In late 2025, a Keppel-led consortium won the rights to develop ammonia solutions on Jurong Island. Sumitomo Corporation is a key member of that group. Sumitomo also received a research grant from the MPA to lead this specific bunkering proposal.
Technical Focus
The three partners will collaborate on several critical areas:

Vessel Design: Creating basic technical specifications for the new-build.

Safety Protocols: Developing strict requirements for handling toxic ammonia.

Business Model: Deciding how to own and operate the ship in the Singapore market.
Ammonia is a leading candidate for zero-carbon shipping. However, it requires specialized handling and infrastructure. By pooling their expertise, these companies aim to make ammonia refueling a reality at the world’s busiest bunkering port.
