
The Panama Canal faces growing threats from the so-called “shadow fleet” of aging tankers designed to circumvent international sanctions, despite recent efforts by Panama to tighten vessel registration requirements.
Panama’s Maritime Authority announced it will no longer register oil tankers or bulk carriers over 15 years old, targeting what experts call the “shadow fleet”. However, it is not sure that registry reforms alone may not address the broader risks these vessels pose to canal operations.
