Port of Virginia CEO Stephen Edwards to step down

Stephen A. Edwards, CEO and Executive Director of the Virginia Port Authority (VPA), announced he will step down at the end of 2025 to pursue a private sector role.

Edwards, who has led the VPA since January 2021, oversaw the completion of the $1.4 billion capital investment program on time and on budget. During his tenure, the port grew volumes, revenues, and earnings, attracted record port-centric industrial development, and renegotiated the long-term lease for the Virginia International Gateway terminal, enhancing operational and investment control.

John W. “Bill” Kirk III, VPA Board Chair, praised Edwards’ leadership, highlighting his role in positioning the port for continued success.

“I am thankful for the strong team at The Port of Virginia,” Edwards said, noting confidence in the port’s future.

Chief Administrative Officer Sarah J. McCoy will serve as interim leader following Edwards’ departure. Edwards’ last day is December 31, 2025.
