Port of Long Beach appoints Chief Harbor Engineer

The Port of Long Beach has promoted Monique Lebrun, Director of Program Management, to Senior Director of the Engineering Services Bureau and Chief Harbor Engineer.

In her new role, Lebrun will oversee the Port’s US$3.2 billion, 10-year capital improvement program, which funds infrastructure development, modernization, and sustainability projects. She will lead a team of about 300 employees across six divisions: Construction Management, Engineering Design, Maintenance, Program Management, Project Controls, and Survey.

Key initiatives under her leadership include the US$1.8 billion Pier B On-Dock Rail Support Facility. This flagship project is designed to move more cargo by rail, improving efficiency and reducing emissions.

Lebrun joined the Port in 2008 in the Engineering Design Division and later moved into Program Management. She rose to Senior Program Manager, delivering the state-of-the-art Middle Harbor Container Terminal, and later became Assistant Director and Director before her latest promotion.

A licensed civil engineer and board-certified port engineer, Lebrun also holds the Envision Sustainability Professional credential, underscoring her commitment to resilient and sustainable infrastructure. She earned bachelor’s degrees in civil and architectural engineering from the University of Miami and a master’s in civil engineering from UC Berkeley.
