ONE introduces emergency surcharge for Red Sea and Persian Gulf shipments

Ocean Network Express (ONE) has announced an Emergency Surcharge (EMS) for shipments to and from Red Sea and Persian Gulf countries. The surcharge addresses ongoing security risks, operational disruptions, and port congestion in the Middle East. It is effective immediately and will remain in place until further notice.

Red Sea EMS: Saudi Arabia, Jordan, and Egypt

The Red Sea EMS applies to all imports and exports involving the following ports:

  • Saudi Arabia: Jeddah

  • Jordan: Aqaba

  • Egypt: Sokhna

Import Shipments: Shipments destined for these ports that have not been discharged as of 6 March 2026.

Export Shipments: Shipments originating from these ports with rate application on or after 6 March 2026.

Special Cases:

  • EMS applies to bookings originally scheduled for these ports but rerouted elsewhere.

  • EMS does not apply to cancelled bookings that were not loaded from the first port of departure.

Persian Gulf EMS: Bahrain, Iraq, Saudi Arabia, Kuwait, Oman, Qatar, UAE

Due to heightened regional security risks, including the effective closure of the Strait of Hormuz, the Persian Gulf EMS applies to shipments involving:

  • Bahrain, Iraq, Saudi Arabia (Dammam, Jubail), Kuwait, Oman, Qatar, UAE

Import Shipments: Destined for these countries and not yet discharged as of 4 March 2026.

Export Shipments: Loaded from these countries and still onboard vessels within the Persian Gulf as of 4 March 2026.

Special Cases:

  • EMS applies to bookings redirected from the original Persian Gulf ports.

  • EMS does not apply to cancelled bookings not loaded from the first port of departure.

  • EMS is subject to regulatory approvals and required notice periods.

  • EMS is in addition to administrative fees, freight top-ups, and other applicable surcharges.

  • Customers should consult their local ONE representatives for clarification on specific shipments.
