How Beijing could counter US shipping fees

With just two weeks until Washington’s controversial port fees on Chinese vessels take effect, Beijing has armed itself with a potent arsenal of countermeasures that could reshape global maritime trade and inflict significant economic pain on American exporters.

China’s State Council decree, signed by Premier Li Qiang and effective September 29, authorizes sweeping retaliation against countries imposing discriminatory restrictions on Chinese shipping operators.

The timing is no coincidence the US Trade Representative’s port fee policy targeting Chinese vessels launches October 14, imposing fees starting at US$50 per net ton and escalating to US$140 by 2028.
