China Customs has released Order No.56 [2017] to adjust the advanced manifest regulations. The adjustments will be effective as of 1st June, 2018.
In the past months, Maersk Line has been closely collaborating with China Customs and assessing impact of manifest adjustments.
A useful FAQ from Maersk Line:
(1) What does the effective date of 1st June 2018 mean?
Answer: For cargo imported into Chinese Mainland, cargo exported out of Chinese Mainland and cargo transhipped via Chinese Mainland, as of 1st June 2018, manifest must be complete and accurate in line with the adjusted CCAM Regulations. Manifest that misses any mandatory data will be rejected by customs.
(2) What are the manifest submission requirements for cargo transhipped via Chinese Mainland?
Answer: The required data items are the same as those for cargo imported into China. The submission deadline is prior to estimated arrival at Chinese Mainland port, subject to customs’ approval.
(3) Are the timeline requirements the same for manifest submission of long haul and short sea services?
Answer: Yes, the timeline requirements are the same for manifest submission of long haul and short sea services, which means manifest must be submitted electronically 24 hours prior to vessel loading.
(4) My cargo was loaded prior to 1st June 2018. What will be done with manifest of my cargo?
Answer: As of 1st June 2018, manifest must be complete and accurate in line with the adjusted CCAM Regulations. Manifest that misses any mandatory data will be rejected by customs. For cargo imported into Chinese Mainland and cargo transhipped via Chinese Mainland, please include into your shipping instruction following data as requested by China Customs in addition to previous requirements.

10. Notify Party’s company code (Mandatory if Consignee is “TO ORDER”)
11. Notify Party’s phone number (Mandatory if Consignee is “TO ORDER”)
(5) When is Maersk Line’s Shipping Instruction (SI) deadline for shipment to Chinese ports?
Answer: For cargo imported into Chinese Mainland, customers need submit complete and accurate Shipping Instruction forty hours prior to estimated arrival of vessel at the loading port, or differently as communicated by Maersk Line local representatives in the export country.
(6) What are the entry format for consignor code and consignee code in the shipping instruction?
Answer: China Customs has published clear and specific format for consignor code and consignee code. We list several examples in following. Blank space will be regarded as characters so please ensure that the input code does not include any space.
1. In the case of Chinese(CN) mainland company as consignee, USCI (Uniform Social Credit Identification) code should be provided in Shipping Instruction as Consignee’s Company Code. The required entry format is USCI+code.
For example: USCI+91310000X072065389
2. In the case of Danish (DK) company as consignor, either CVR-NUMBER or P-NUMBER should be provided in Shipping Instruction as Consignor’s Company Code. The required entry format is respectively CVR-NUMBER+code or P-NUMBER+code.
For example: CVR-NUMBER+22756214
3. If the consignor or consignee is a natural person, either Chinese ID number or Passport number should be provided in Shipping Instruction. The entry format is respectively ID+Chinese ID number or PASSPORT+Passport number.
For example: ID+111111111111111111
4. If the consignor or consignee’s country or region is not listed as published by China Customs, the consignor or consignee should provide local business registration code in the Shipping Instruction. The entry format is 9999+company registration code.
(7) What is the entry format for AEO(Authorized Economic Operator) code in the shipping instruction?
Answer: China Customs has published clear and specific format for main countries and regions. For AEO(Authorized Economic Operator) code, the entry format is country or region code+AEO code.
For example: CN+1234567890; or NZ+1234
(8) In the cases of A company on behalf of Z company ( A o/b Z) or A company care of Z company (A c/o Z), which company’s code should be provided?
Answer: The principal’s code should be provided. For example, in A o/b Z, Z is the principal; in A c/o Z, A is the principal.
(9) What is the submission requirement for manifest of break bulk cargo?
Answer: Manifest of break bulk cargo should be submitted to China Customs electronically 24 hours prior to vessel arrival at Chinese Mainland ports.
(10) The Shippers/Consignee’s company code show as mandatory references but are they mandatory in GCSS?
Answer: Yes, there are two references created to capture the shipper / consignee company code, this will come into effect from 1st June. Ticket is already raised to GCSS support team to have the reference in place.
(11) Currently, customer is not able to submit shipper’s and consignee’s company code through website. Shipper’s company code & Consignee company code field do not exist on website now. As it will be only be available from June 1st,How could customer submit company code with which field?
Answer: Suggest customer to put the details in additional comment or shipment note, shipment memoranda.
