
HDR has appointed Blair Garcia as its new global maritime director. With over 30 years of experience, Garcia brings deep expertise to the role and a strong track record in port and intermodal rail projects around the world.
He will lead HDR’s maritime team from the firm’s Virginia Beach office. His focus will include setting strategy, driving global business development, and supporting project delivery. He’ll also oversee staff growth and client engagement across HDR’s maritime operations.

Garcia has worked with port clients on six continents, including most major deep-water ports in the U.S. He was one of the first consultants accepted into the AAPA’s Port Professional Manager program.
HDR’s maritime practice has delivered services for more than 450 marine terminals worldwide. It currently ranks sixth among top designers for port facilities, according to Engineering News-Record.
