
Petronor, part of the Repsol Group, and O.C.O Technology have started assembling equipment for the Biscay Eco Aggregates plant at Dock AZ1 in the Port of Bilbao. The facility, the first of its kind in continental Europe, will manufacture eco-aggregates that capture CO₂. It is scheduled to be operational in 2026.
The plant will use incineration waste and captured CO₂ as feedstock to produce synthetic aggregates. These materials will replace natural aggregates, reducing the need for quarrying and preventing landfill waste. The artificial limestone aggregates will also continue capturing carbon dioxide from the atmosphere after production.
The project strengthens the Port of Bilbao’s position as a hub for energy transition initiatives.
